NMC Draft Proposes Mandatory NMR Registration for Doctors

Background: this item dates from 25 August 2026 and is a draft proposal, not a final rule.

The National Medical Commission has proposed, in a draft amendment to its registration regulations, to make registration in the National Medical Register (NMR) mandatory for doctors. Medical Dialogues reported the proposal and the reaction from doctors’ associations.

What the report says

Under the draft, every doctor on the Indian Medical Register or a State Medical Register would obtain a Unique Identification (UID) number from the NMR portal. The register would track licence status and disciplinary actions and sync electronically with state registers. Doctors would update their records within a period to be set by the Ethics and Medical Registration Board, and the one-time update carries no fee. The report notes this reverses the Health Ministry’s earlier position that NMR registration was voluntary.

Associations including FORDA, HRDA Telangana and FAIMA have asked for a clear justification, enough transition time, a reliable portal and automatic integration with state registers, so doctors do not need to resubmit details. No fixed deadline is given in the report.

What this means for your clinic

One check: make a simple sheet of every doctor who practises at your clinic, with their State Medical Council registration number and renewal date, and keep scans of the certificates in one place. If the draft becomes final, that sheet is what you will need to match against the NMR portal. Also check what registration details appear on your website and prescription pads.

This is a news summary, not legal advice. Watch the NMC website for the final notification before acting.
